<p>Hur organiseras och styrs den offentliga verksamheten när EU, staten, regionerna och kommunerna delar på ansvar och beslut? På den här kursen undersöker du hur politik formas och genomförs i ett europeiskt flernivåsystem.</p><p>Kursen ger dig fördjupad kunskap om hur offentlig verksamhet organiseras och styrs i ett europeiskt flernivåsystem, där EU, medlemsstaterna och regionala och lokala aktörer delar på ansvar och beslutsmakt. Du studerar institutionella strukturer, ansvarsfördelning och demokratiska beslutsprocesser, men också nätverk, samverkan och policyprocesser. </p><p>I kursen analyserar du hur olika styrningsnivåer samspelar och hur detta påverkar hur offentlig verksamhet organiseras, hur beslut fattas och hur politiken genomförs. </p><p>Två frågor står i centrum: </p><ul><li>Hur organiseras och styrs offentlig verksamhet i flernivåsystem? Här behandlas institutionella strukturer, ansvarsfördelning, samordning och olika former av styrning och samverkan. </li><li>Hur formas och genomförs politik i ett flernivåsystem? Här studerar du nätverksstyrning, genomförandet av politiska beslut och samspelet mellan politiska beslut och förvaltningens arbete. </li></ul><p>Kursen behandlar även centrala teorier och begrepp inom offentlig förvaltning. Du får diskutera frågor om demokrati, legitimitet och ansvarsutkrävande.</p>

To be admitted to the course, applicants must either have been admitted to the Master’s programme in European Affairs or have completed 90 credits in political science, peace and conflict studies or an equivalent subject, including a degree project in one of these subjects, as well as a further 60 credits in fully completed courses.
